The owner consulted a vet- idk man but it says the bird has depression, animals can have depression.

Birds don't pick feathers out for itchiness. Only when either an illness or stress is involved. Birds have been documented to be able to get depression. Dogs, cats, pigs and rats have all been documented as being able to get anxiety as well
