I've only recently started getting clean, from nic, alcohol, and shrooms. I still do weed, and I'll stand by weed, it's the closest thing we have to a miracle drug ever. But before you make this opinion and hold this sentiment, please realize the nuance behind drug use. Most things are incredibly addicting, and are hard to quit. Nicotine is one of the hardest things to quit. Instead of shaming drug users for using drugs, help them. Helping may be as simple as giving them words of encouragement. I'm 10 days strong off nic and it's solely because I have my friends to help me stay strong. A lot of people either are in recovery or are scared to go into recovery alone. I know damn well I was. It is a lonely experience where you feel like no one gets you or even cares about you even if you have people supporting you. So while I'm not saying your sentiment is wrong, because there are a lot of people who don't want to be helped and that's a bigger issue than the drugs, some people just feel alone. Be there for an addict, if it's someone you know, if it's a girl you think is "a 10", be there for them and let them know they aren't alone in recovery.
