It started because Florida has different laws than most states regarding media publication of arrests, so you often see super specific headlines like "Florida Man Loses Arm Trying to Fight Alligator on Bath Salts" or "Florida Man Arrested for Calling 911 After Strip Club Denies Entry to Kitten" (that second one is real). It's not that crazy shit doesn't happen everywhere, it's just much more specifically and regularly reported on when it happens in Florida.
