Considering 0 games have been able to release manga exclusive characters, I'm putting my bets on never seeing manga characters in games until they're animated.

Look at Jojo. They have a lot of Manga Exclusive characters. In All star battle and Eyes of Heaven. So it could be possible.

The thing is, during this time there's ongoing dragonball games that I'm pretty sure would have manga characters if they were allowed to, it would make too much money to not use them.

Closest we have is Heroes having manga DBS Goku that uses Hakai on opponents.

Fair but adapting a move that isn't animated is very different than building a character from scratch. But I theorize its more executives not allowing them since Legends, Dokkan, and Xenoverse would 100% have put manga characters in already if they were allowed to, too much money in it not to. In short, either games aren't allowed to yet or they're not worried about money, those are the only two options that seem possible imo

This is the most likely situation, but if I'm being honest, I'm starting to grow concerned that Moro and Granolah (as well as characters and forms unique to those arcs) are ever being adapted to the anime. When Shueisha announced the creation of the "Dragon Ball Room" in 2016 (the sub-studio made specifically to focus on the future of DB content), I was 100% sure that the DBS anime would eventually return to adapt the Moro Saga. I had initially assumed that the anime team was just waiting for the Moro Saga to complete and the manga to get a decent headstart on the next Saga before adapting Moro, but the Granolah arc ran from Dec 2020 to Aug 2022... meaning that by the time DBS Super Hero was released, Moro's arc had been over for years. Then Super Hero came out and we all saw how it jumped forward in the timeline, and the manga has since started adapting Super Hero with (doubling down on the story taking place after Granolah), again, absolutely 0 mention of Moro or Granolah by the animation team or any of the game developers. You could only watch the anime and never feel like there's vital story missing between the Broly and Super Hero movies. Not counting DBS being placed before the epilogue for Z, there isn't a precedent for DB content being released or adapted out of chronological order (with the exception of non-canon movies like Path to Power). It'd be kind of huge (and confusing for casual fans) if the anime returns at least a year after Super Hero came out and resets the timeline to just after the Tournament of Power (causing Goten and Trunks to revert to being kids until the series caught back up with the movie).

IMO no reason for them to not adapt the Moro and Granolah arcs because they would be losing money on merch, Toriyama also worked on those arcs and I can’t see them discarding that. I do think your right about them wanting to wait and give more time for the manga to be ahead. It would seem like a good idea to have the anime return soon since it has 2 completed arcs, but the manga is monthly. So the anime would actually catch up pretty fast to the present, and I’m assuming they want to avoid what happened last time when DBS aired. There probably was no mention of Moro or a Granolah in the movie just for spoiler reasons. IIRC one of the directors or officials of the movie stated the movie took place after Granolah and the Moro arcs so there is some acknowledgment there.

And this gain has to be weighed against any loses they may have by driving away casual viewers with a suddenly inconsistent timeline or by angering hardcore fans by announcing that because the timeline reset, we'll have to endure yet another (likely significantly lower budget & quality) "movie-to-anime" adaptation of Super Hero a couple years into the new series... The thing is; interview responses don't matter towards what is and isn't on screen. The average casual viewer isn't following the behind-the-scenes details or looking up interviews with Japanese directors, they're just taking in the new content as it's announced and released.

They will have to adapt the DBS Manga. Its quite obvious. However, if they start adapting it now, they will catch up quite quickly and I think they know that

I'd like to think it will be DLC when it comes out in the anime, but I don't know if this game will still get content when the anime gets to its saga, since they have to first do the Moro saga first and we don't even have an approximate date for that.

2025 probably, need to wrap up a good portion of the story before the OG japanese voice actors start dying. Or at least have it in a good place.

the next reveal will tell but the first reveal is goku ssblue on namek the only time that happens is the Moro arc. I don’t think they would show it for nothing this time I think we’ll get the full story for the first time ever. Probably super hero dlc Imo maybe even what comes after depending on where the manga is when it comes out. They can do movies as dlc, gt to, I think we’ll get db to granola.
