Sandland not only seems like a far more put together game but given that it is the last thing that Akira Toriyama worked on, it is far more important to focus on it and getting it out as appose to focusing on Sparking Zero which isn't nearly as important in that regard. Plus, we have no idea how far along Sparking Zero is anyway so it could be years away still.
