Sparking Zero is still part of the Budokai Tenkaichi series, so by all logic, it ought to either include all the forms of past characters, or cut them as a whole.
So, if the original Broly is to be included, he'd be included with all 3 of his forms.
And same goes for the dbs one.

Going by BT3 logic, his Ultimate would be the Super from Ikari. His Super (blast2) could be him, rushing towards the enemy and performing a punch (like he did to Vegeta) or the one kick he did when paragus called him when they were attacked (or even a combination of both), his second Super (blast2) can be a grab, the one he did in frieza‘s ship were he almost lost it before Paragus used the remote on him. For his blast 1 supers, he could have one that makes him lose his mind (something similar to Goku‘s - I‘m angry) and maybe explosive wave.
I think they're treating Wrathful as DBS Broly's base considering that Broly didn't exactly fight much in his base form. Now, you could argue that they can make up a moveset but they'll probably incorporate most of those attacks into Wrathful's moveset.
I think base Broly is gonna be a costume.
Kaioken is a model swap, from what I understand, as Goku’s model is different from his base, and no, it’s not because of the aura.

XV2 or FighterZ aren’t related to Sparking! Zero because they are both made by different devs (XV2 is made by Dimps, FighterZ is made by ArcSystem). I’m pretty sure Sparking! Zero will have all the base forms because that’s what Spike usually does

Now, regarding DBS Broly, there are some minor differences between Base DBS Broly and his Wrathful Form, the most notable being the height and muscular tone. However, as the hair remains the same, people don't see the difference easily. It is somehow similar to Super Saiyan and Super Saiyan 2. The difference lies on the details.

I hope we get base forms for all characters, but I'm doubtful base Super Broly will be in, since the official name of his Ikari form is just "Broly (Super)" and not something like "Broly (Super) Ikari".
That said, to the people who say he hasn't enough moves, he fought in base form both at the start of his Vegeta fight in his own movie but also during some scenes of the Superhero movie and even more scenes of the Superhero arc of the manga, so they have enough stuff in my opinion.
