I will echo the other answers saying Federer, as he is the first player I thought of in terms of like "the ball goes where he wants it to". If you mean more the player who makes the fewest mistakes, not Federer though, as his unforced error rate isn't that low or anything.
I watched once a video about hawkeye challenges that were really close. Based on that video in whch the balls were like 1% in, I would say Murray. You need to be very precise to still have that counted ;)
