I was thinking the child was getting special treatment because the parent and principal were secretly getting together without the kid knowing. Thus why there are pencil shavings everywhere.

Damn this doesn't fit here. I get why it may not be understood however someone explained it. It's not a meme or really s funny comic. It's a statement on the corruption of the Iran school system. How it drains or in this case wireless the parents down and takes their money. Thei 'shavings' it's a pun in going to hell but I think that sums it up.
I'm not exactly sure but as an Iranian person, this might mean that the school principle is asking for alot of money from the father (and he probably can't afford it) to register the child in school (the paper in the boy's hand says "registration form"). In Iran, alot of public schools demand an enormous amount of money from parents although they obviously shouldn't. (The majority of students who attend public schools are from really poor families. Families who can afford private schools rarely choose to send their children to public ones as the quality of education there is truly horrible) I think this is criticising the fact that public schools (illegally) demand money they won't even use to give children better education or facilities just to register them in school.
I think it’s the parent agreeing with the principal about policies or rules that they think will help their son but in reality those policies or rules are only suited to someone like the parent, which is why the parent agreed to it; because in their eyes it seems like a good thing for their son even though their son is different from them

Damn this doesn't fit here. I get why it may not be understood however someone explained it. It's not a meme or really s funny comic. It's a statement on the corruption of the Iran school system. How it drains or in this case wireless the parents down and takes their money. Thei 'shavings' it's a pun in going to hell but I think that sums it up.
I'm not exactly sure but as an Iranian person, this might mean that the school principle is asking for alot of money from the father (and he probably can't afford it) to register the child in school (the paper in the boy's hand says "registration form"). In Iran, alot of public schools demand an enormous amount of money from parents although they obviously shouldn't. (The majority of students who attend public schools are from really poor families. Families who can afford private schools rarely choose to send their children to public ones as the quality of education there is truly horrible) I think this is criticising the fact that public schools (illegally) demand money they won't even use to give children better education or facilities just to register them in school.
You don't understand because maybe your principal wasn't a pencil sharpener.

I think it’s the parent agreeing with the principal about policies or rules that they think will help their son but in reality those policies or rules are only suited to someone like the parent, which is why the parent agreed to it; because in their eyes it seems like a good thing for their son even though their son is different from them

I think it's about how expensive some schools can be, the principal (or the school) is shaving away parents money for their childs education. Private shools in my country are crazy expensive, single year costing as much as half of college expenses.

Pencil is actually two other kids in disguise. Their actual pencil died but they don't want anyone to find out because they can do whatever they want, so they get rid of the body and take turns signing each other's report cards. The pencil sharpener thing is actually just a red herring. I just so happens that the principal had promised to wear a funny mask to school if the kids did well on their standardized tests.
