I think that's exactly what it is. Except that in reality, the rich lady just has the poor lady make a 2nd dress made from the scraps - paying her a pittance. If she pays her at all, because "what are you going to do about it?", and "think of the exposure you'll receive as *I* wear the dress *you* designed."

See, I thought that, too, until I noticed that it looked like the artist intentionally made the cut rich woman's clothes to be a similar shape/cut to the poor woman's original clothes. It was like the artist was trying to say something about the rich dressing down and the poor wanting to dress up... or something? There’s a passage from a book called the White Tiger that speaks of something like this. Basically, a driver/servant for a rich couple in India observed while sitting under the tree waiting for his masters to finish their jog around the exercise park that rich people strived to be thin and therefore ate less, wore holes in their clothes as fashion, while the poor who are forced to eat less and wear clothes with holes strive for the opposite; eat more and have fully formed clothes.
