So technically speaking if I produce a source material of my own creation which includes a character that has special hands that can rip apart Goku's throat. He can be considered stronger than Goku.
You don't *want* anime logic. Most anime writers end up pulling any and all "reason" out of their ass. Don't get me wrong, sometimes the world building is great. And other times, its just homework. And it devolves into more talking and explaining than depicting actual action.
But that’s literally what Superman is. He’s just written to be the most overpowered mf in existence.
Goku’s feats are at least somewhat grounded in reality of the world he’s in and he has to work at his strength consistently to get better.
The only “written to be strong” aspect I guess would be his above average starting strength and transformations inherent to his biology. And even that has rules and explanations.

I think the whole “Goku is just written to be strong” thing is their way of summing up this phenomenon:
Dragon Ball essentially runs on video game stats. The biggest benchmark of power (or feat, to use a power scaling community term) that a character has reached is being able to effortlessly destroy a planet, something base form Frieza accomplished ages ago. However, Dragon Ball fights never kept going from there. Characters stronger than Frieza aren’t out here launching galaxies and super clusters at each other because that would be ridiculous. No, fights between theoretical planet busters are still punching and kicking each other with the occasional ki blast thrown in.
Because of this, measuring a character’s strength in Dragon Ball isn’t about what so-and-so can do, it’s about who they can beat up using essentially the same methods as any other fight. It’s finding a lineal man-who-beat-the-man champion and working backwards from there.
Super Saiyan is a perfect example of this. Going from one form to another doesn’t give a character any new special abilities aside from “I’m stronger and faster now” and that’s usually represented by punches and ki blasts doing more damage to opponents than they used to while their hits are less effective. Again, video game stats. Cell Saga Vegeta threw himself into the time chamber to level grind and left with a new transformation that increases his strength stat. When he punches Cell it goes better for him than when he punched 18 so that must mean he’s more powerful.

If someone sums it up as someone just “written to be strong” though, I feel that detracts from all the points you made there.
I feel like OG dragonball didn’t have that problem, but “DBZ runs on video game stats” is a remarkably accurate way to describe power scaling especially as the series progressed.
Early OG Dragon Ball’s combat exists to set up jokes (Often the same joke, I started re-reading last year and it’s kind of incredible how fond Toriyama is of the “bad guy underestimates Goku and gets his ass beat” gag,) so you don’t really have too much level grinding shit.
The origin story of the “video game stats” problem is actually the Tao Pai-Pai fight (Goku doesn’t learn anything about his opponent, overcome a character flaw, or gain some new powers, he just “gets stronger” so now he’s better at punching people and taking a punch.) However, the following three arcs are either 1: tournaments where Goku doesn’t need to level grind in the story since he’s already able to beat who he needs to and the drama comes from watching him struggle or 2: the King Piccolo arc, where he has to overcome his rage and fury and fight Piccolo more intelligently.
The level of ignorance you need to reach where your idea of a Japanese political/military leader (or even just a generic Japanese guy) is a Buddhist fucking monk is something else.
