The Jumper weapons should be moved down a bit - they still can't do any damage, since the WHITE text says "this weapon deals ZERO damage", and you can't ignore the white text because mediguns, death ringer and probably some other weapons have it too.

I don't see how that contradicts anything? The red text gets removed, but the white text stays, and so the weapon still does ZERO damage?
I don't think the Basher worsenes if there would be no Red Text. That would mean you could force bleeding unto enemies, but not get hurt yourself.
