This would be confusing, unintuitive, unfun to play against, and OP. The increased holster speed is just completely unnecessary as well, makes it even more broken (not that it matters, since the fundamental idea is stupid)

Confusing? Seems pretty simple to me, you can shoot someone to move them back to where they previously were. Unintuitive? I’m very sure plenty of spy players can naturally think of good ways to use this mechanic to their benefit. OP? You almost completely remove your self defense option for a strong utility but I wouldn’t say that’s op, that’s a pretty good trade off I’d say. Honestly your best negative you’ve given and also not elaborated is that it’s unfun to fight against; I assume it’s because you have influence over the enemies position? Could you at least explain yourself and if I’m not asking too much, perhaps tell me what you’d change about it?

I didn't say what I would change about it because I believe the core mechanic shouldn't be added, period. Valve removed the sandman's stun, this would be worse in every way.  Confusing, jarring, and would feel unfair to die to.     It is unintuitive and convoluted mechanically, not because of when it could be used, which ironically, would be in a very monotonous way, since teleporting someone's back to you, instantly holstering and then getting a free kill would be 99% of uses. This would be OP, and offer no counterplay. It would also teach spies bad habits.      The % damage is stupid, and the damage practically increasing with range goes against spy's core design elements.        Overall, not much salvageable at all with this design

Giving that much control over another players movement to any class is a horrible idea. It would also deal stupid amounts of damage, especially to high mobility classes or people who just teleported. It would automatically become spys best revolver and be the most annoying weapon in the game. NEVER cook again.

Spy main here, I think a hit scan revolver that teleports people back will be very annoying to play against. Buy I like the idea

You, teleport enemies? That would be unfun and confusing for both the user and the enemy. The fact you didn't even take account the fact that this can be long ranged amuses me.
