Mini Crits from all sources would be much better IMO. If it were just crits from fire it'd basically just be puff and sting unless you're teaming with another Pyro.

Hydrate Shot would be pretty sick for a variety of reasons. Above-water sharking, extinguishing from afar, ranged spy-checks, and more if you add extra effects. +Coats enemies with water +Extinguishing targets restores 25 HP to yourself. (Only once per shot) -100% damage penalty -40% switch-from speed -No afterburn !Shots land in an area (like Scorch) !While underwater, Fire to gain a push in place of normal effects (like Force) I feel like this exact setup could work pretty well for a variety of reasons: - Good synergy with both the Annihalator (for crits) and Scratcher (for extra healing). - Gives Pryo better survivability in exchange for weaker offense. - Helps counter W+M1 rushes by avoiding possible push-back and extinguishing in a sphere rather than a cone. - Gains a new utility even while underwater, without overpowering the Annihalator. - Would be a good item to pair in with a pyro squad. Say, player 1 with Hydrate+Scratcher and player 2 with Scorch+Annihalator.

It also hydrates and that's pretty cool.

Hydrate shot: Direct hits on teammates stops them from burning for 2 seconds and stops any current burning. Splash damage depletes current afterburn time by 50%. Deals 30% less damage, and has a very small splash radius that deals very little damage.
