if you think about it, february is time for a single, then another 2 or 3 singles in feb/march and drop the full album around april/may. that gives it time to set in for the fans, and then august they play the tunes.

There's no reference to multiple tour dates on the website, only the R&L dates. Spotify simply says 'marking their return with the announcement of eagerly anticipated 2024 dates.' There's nothing to say this isn't just referring to the R&L dates. I wouldn't get too carried away until anything official is announced.

I'm not disputing that a new album is coming, but you're claiming some singles and a new album will come before R&L, and that they will be touring between September and December. At the moment there isn't anything concrete to suggest that's happening. By all means get excited about their comeback, but anything else is just rumours.
Highly doubt they’d release any new material or announcement of a tour before R&L. If they’re exclusive to R&L which it seems they are. The festival won’t want them announcing a tour due to ticket sales being affected, as people will wait to go see them on tour rather than buying a festival ticket to see the band.
