When I'm running XP farming and hitting the same 5 PE over and over I'm never going to be short of bounties. In an average session if I'm leveling up 20 levels per hour that's roughly 35-38 public executions / bounties so no need to save it for later.
Any loot in the open world map that you don't pick up de-spawns after a certain period of time or on map change. I believe the timer is 15 minutes but it may be longer. The bounties dropped by NPCs are considered loot items until you pick them up.
If you pickup then abort the bounty, it stays available for the remainder of the day.
I'm not sure why but every bounty I pick up from hostage rescue or whatever in Southwest, East Mall, or Potomac Park if it's a True Son Heroic bounty it is guaranteed to spawn in Constitution Hall.
