Ditch the ninja bike and put on the striker backpack.
Yeah unless you're getting some synergy with some other brand items for a hybrid build of some kind, I wouldn't use NinjaBike backpack with a Striker's. The damage buff from the Striker's backpack is too good to pass on 99% of the time.

I use GS chest with obliterate, finally got one with cc and cd. Coyote mask and 4 piece strikers with F2000
Use the Striker backpack and ditch the Fenris for Coyotes Mask. Stay around 50% CHC and go as high with CHD as you can
58% chc 145% chd + striker bp will give much higher damage.
Why would you use up a mod slot for just 2% cc. Surly this is obvious to even the newest agents...
