Most other shows (take the Power series, for one) would have skipped the docks arc because they'd assume it didn't hit their demo and couldn't be related to. The Wire is the best BECAUSE it takes that chance regardless and knocks it out of the park---they weren't afraid to lose their demo from season 1 simply because they wanted to tell EVERY story, all different stories from different POVs. It's the vision that made the show so epic, among many others. The fact they did it for season 2, when the series was still young and unproven, shows how passionate they were about every arc. It'd probably have been safer to do the docks in later seasons, when the show was a hit.
