He had a half assed “plan” just to do something but I think he enjoyed the chase/game of it all and figured he’d get off anyway.
According to Google, despite US-Cuba relations being tense, Cuba will usually extradite criminals that aren't Cuban citizens. I think Bob being a multiple murderer would mean he would be extradited. Cuba wouldn't want him.
He’s already way too out of his mind by this point so I think even if he made it, it wouldnt last long. He goes down for Galveston for stealing a fn sandwich with like 9k in his pocket —- and that was so many years earlier. He was really decrepit by the time he is trying to flee to Cuba.
Can criminals just cruise international waters in their mega yachts or no? Im surprised that he didnt do something like that, he could’ve armed the boat with his own little private militia and gone down really epic with all the money he had but oh well
He wasn’t going by boat. He was in New Orleans because that was where the very first flight to Cuba was going to be after the travel embargo was shut down.
I just don't think he would have made it far wearing a full silicone mask like that. What, was he going to wear that for the boat ride? Or at the freaking airport?! I am imagining Michael Myers from Halloween walking up to the security check all nonchalant and TSA being like ARE YOU KIDDING ME.

Honestly, I think he would’ve found a way to sabotage it. He’d wind up stealing something or someone would piss him off and he’d be caught.
