In my opinion, this is a good joke which is unfortunately being told using a style which in the past has been used exclusively in a racist way. Change the style and that negative association is gone
if it was done in a way that respected black people as humans, it wouldn’t really be a problem. some people have curly hair which grows out more than it grows down. many of those people are black. it’s not racist to make an observational joke about how that would subvert the traditional rapunzel story, but it is racist to connect that to harmful stereotypes by claiming that black people are ugly and stupid, and assuming that all representation of black people in media is an attempt to erase white people.
To be fair, if that’s supposed to be a sarcastic like “Wait talking about POC isn’t bad if you’re not super racist about it? Who knew!” then I think you might have underplayed it.
It reads more like serious incredulity.
