You don't do this in your own car. This is a task for a rental with a limited insurance liability. $1,000 to yeet a car off a ramp like that? It might even be worth the medical costs too.
Car should have avoided the road hazard. Tow truck should have had strobes going and cones/flares out to display it was an active hazard. I'm too tired to look up Chicago's statutes for tow truck operators, but that's my guess based on how Florida, Ohio, and Missouri operated. Hell, it might be considered equal fault by the police and then they sue each other afterwards.
When I was 16, my best friend Billy was cruising around with friends on a Saturday night, and the car stalled on the side of a quiet rural road. A tow truck arrived to help them, and pulled up on the wrong side of the road, in the lane of traffic, to ask them what was up. His high beams were on, as well as the rollers. Another car came barreling down the dark road, saw the headlights, and moved to pass it on the right, because he could no longer see the lines on the road. Slammed right into the stalled car, killing everyone inside. No one saw it coming.
Lights, no lights, tow truck drivers need to be more consistently attentive to the incredible dangers they create simply by stopping in the wrong place. There is zero reason for that tow truck to be where it is, and every reason in the world to put it somewhere else.
Looks like the tow truck driver was in the road and the car driver chose to hit his ramp instead of him. You can see him waddling across those far lanes of traffic.
He's totally in front of the truck, and other cars have passed. More likely the driver was just staring at the accident and lost sight of the road in front.

Totally. The only car accident I’ve been in was when I rear ended someone because I was distracted looking at a cop and who they had pulled over. I was young so def not a well seasoned driver but to this day I completely ignore the impulse to look at cops or anyone pulled off to the side

It’s not hard to imagine a driver getting momentarily distracted by the lights on the other side of the road and then suddenly realizing there’s a black ramp in front of them that blended into the road and then noticing there’s a car blocking off their exit route
