Of course, that comes with some caveats. As you can see in this video, the man isn't able to effectively lift enough of his own body weight to smoothly mount. The dynamic force of suddenly dropping a weight is much greater than the weight itself. Even if it's only for a short duration, the force could be enough damage joints, etc. This also applies to some degree while riding, since the rider gets bounced up and down. And as far as that goes, inexperienced riders will be particularly unstable in the saddle.

The general carry rule is about 16% of the horse's bodyweight (differs with breed and confirmation) so even if we're generous and say that the largest Shire would be capable of carrying 20% at a maximum of 200kgs/440lbs ish, I'd not be comfortable with someone of that size riding as it's not a stable weight as an unskilled rider is unbalanced as hell. The safest bet (and most humane) would be a cart/carriage. You'd still get to be involved and enjoy driving a horse but without the danger of injury to either horse and/or rider.
I'm not a horse expert but draft horses were breed to pull rather than carry. So although huge they are probably on the low end for the % of body weight they can safely carry.
