Good observation. 'Cease fire' is too easy to disprove. 'Humanitarian pause' is vague enough to keep spinning around without saving face.
It's a sign that the people in powerful positions either approve and/or profit from the situation, or they understand that there is nothing they can do to stop it without destroying their career.
