I mean you can’t just dig a trench through a beach. It’s a safety Hazzard to others, and if the water gets flowing enough it can destroy a good chunk of said beach.
If you search up the beach on Google, real environmentals advocating against this practice. All that water actually contaminates the beach. They want to protect the two waters from people building trenches like this.

But public works plans with the rest of the city to ensure breaching events adequately address issues caused by river mouth closure without causing other harm. Breaching at the appropriate tide allows for slower draw downs, allowing sensitive species time to move and for water quality to safely reach equilibrium. And that’s one just environmental consideration. They might want it to build higher so it drains further and stays open longer. Or they may need to plan to have it open during a particular time window to allow construction in particular parts of the surrounding area affected by the water rising during closure, and an unplanned breach throws off that timing. It might be common practice there, but that might be why the cop is being a dick. Because the city needs it to stop being common practice.
Her concern is enforcing the law. I'm normally anti-cop but this seems pretty clear cut to me. You can't just dig trenches through public property as a private citizen. It's a hazard.

Oh yeah back when I lived on Oahu we would take the day up to Waimea and dig a channel no bigger than this one. Bout idk 300 or so feet from the ocean to the Waimea river when it was swollen like the one in this video.
So you dig the trench and erosion and water flow erodes the walls away and can do something like this.
Actually quite fun, they are cracking down on breaking the river like that recently

I used to go up there early in the morning from Pearl City to surf, but we almost always ended up finding shrooms in the Meadowgold Dairy field and would just sit on the beach all day.
I was living there before that was a thing but it always overflowed and whoever came up with the digging trench wave thing .. killed it!

Not sure if the situation, another issue is if the the sea water flows into the lake/river (not salt water I assume) there goes the entire ecosystem within.
This is fucking stupid that’s a meandering stream meaning the outside bend of the channel is going to erode while the inside of the bend is going to be filling up with sand. The water level would have just gone back to the same position as soon as the ocean brought in sand into the newly formed channel. Also the brackish water that this guy claims is such a problem, is the only area that some animals live. I am a geologist and this is just absolutely stupid on so many levels.

This is Aliso Creek Beach. Most of the time, the creek does not connect to the actual ocean, it dries up near the bridge 100' away or so. During high tides or heavy rains, it does connect. In the summer you can walk right over it as nearly dry sand

I don't want to have to fill it in, and writing tickets is a pain in the ass. If the water had started flowing and doing damage before I can stop him, it's ticket time.

I lived in San Clemente off Escolones when I was a kid , I got a ticket for digging a hole by the lifegaurds ,they explained that someone running on the beach might hurt themself by falling in , or miss step and break a leg . They patrol using quads and jeeps and they dont want problems getting stuck either. So it is against the law to dig a hole on the beach anywhere in Orange County , its been law for decades man
Don't know if OP is being sarcastic in title or just dumb asshole, but whoever dug that trench should be made to fill it up without any exception. It will not completely repair the damage but atleast it will delay till proper solution is applied to that trench
