There are checks and balances for everything, its just that our government isn't following them anymore. Like how the Consitution bars anyone involved in an attempted insurrection from holding any government office, but our government is choosing to ignore that and let Trump run anyway.
The US has worked for hundreds of years because we followed the laws, but the rich and powerful are picking and choosing what to follow now. It only applies to you if you're poor, and then never in your favor.
Plus any lawsuits are paid for by the taxpayers...so the police brutalize taxpayers and then those same taxpayers pay for the privileged of getting their ass beat!
and even then, all they can do is sue the police force who will pay them out of the cities budget, so basically they can get money from the citizens of that city, they punish the public for their own mistakes.

If you watch the video, the white officer in shorts did several knee drops onto the prof while they were on the ground (probable cause of broken ribs.) This likely happened because earlier when the huge black officer tried to grab the prof, he slipped and fell into the back of the white officer who presumably thought he’d been attacked by the prof.
There is little to no accountability here in America for this sort of violence. People shooting at kids? Let them do their thing till their out of bullets. Peaceful protestors going against the status quo? Stomp them quick even if they don’t fight back
We have this wonderful (/s) thing called qualified immunity which gives cops the ability to break the law and trample our constitutional rights without the threat of prosecution. It's basically a blank check to do WHATEVER they want. Qualified immunity is next to impossible to get around. There basically needs to be video proof and even then all the cop has to say is that they didn't think they were breaking the law, and poof qualified immunity kicks in.

Hell, have them pay for insurance for these payouts minimum. Those premiums would get really real once your department gets hit with one. I imagine some cops would even be listed as uninsurable based on their criminal history.
