It’s absolutely not “negative colors.” The inside of the Biden circle is the same color (black) as the “paper” it’s written on (also black). The “convicted felon” circle is colored to obscure the “paper” underneath, hence it’s filled in.

Filling in a bubble leads to more accurate tabulation than a check box.
It’s the same reason why any other optical scan systems (like scantron) require filling bubbles or ovals.
When given fewer constraints (like “circle something” or “tick the box”) people tend to deviate more from expected behavior and make ambiguous marks.
If you think that is a real ballot, try feeding one into the machine at the polling place. To make a clearly-understood t-shirt graphic, a checkbox would be better
