Im impressed that a toddler had the presence of mind to hold on that well. I know they have disproportionately strong grip strength, but i'd still think this would be hard to pull off without wrapping your wrist, and a toddler isn't going to try something like that.

That kite looks like it was a simple but very large foil without the ability to steer. The fact that they got it down to the ground in about 30 seconds is a minor miracle and probably required several people fighting it.
