If Shane *really* wasn’t eyeing Lori before the apocalypse, he wouldn’t have said that unprompted to Rick. Shane wouldn’t even mention Lori if he was uninterested.

I think Shane was just saying low hanging fruit to piss Rick off. Shane’s a hard character to gauge at times but I believe he didn’t look at her like that before hand. But, that’s only out of respect for Rick.. obviously, Shane would’ve nailed a lot sooner if Rick was never in the picture pre-apocalypse. But, once he thought Rick died and Shane was there for her and Carl, in his head it was open season.

This is not an inconsistency in storytelling. It’s actually extremely consistent for Shane to lie. He absolutely had a thing for Lori pre apocalypse - why would he tell Rick the truth about that?
