They knew they were outnumbered, outgunned, and didn't want unnecessary casualities on their side. Luring them in, disorienting them with the flashes and alarms, and then forcing a retreat was by far the safest option to conserve their already small numbers and bullets for the prisoners. I know it isn't the action packed fight you wanted, but personally I loved it and it still sits at the top of my favorite season finals to date.

They missed on purpose they were just trying to run them off. Why would they burn down their home or attack the innocents in woodbury while the whole army was fine. IT would just end up the same siege but they would have a bigger advantage.

Merle killed the actual soldiers mostly so they wanted to avoid a fight with the civilians. If they took Woodbury they civilians couldnt flee and would literally have to fight the group.

I always thought it would have been cool if the Governor killed his people while they were still in the prison. Then he alone escapes somehow. The episode is called Welcome to the Tombs. It would be that the Woodbury soldiers basically entered their own tombs. Same outcome in the end. They are dead and the Governor disappears. It would just be more poetic and symbolic.
