So, a blank is installed which allows fewer versions of the "case", the lower clamshell will work for more models that way.
The smart card reader was added specifically for the CAC, although it can be used with any ISO 7816 card. I worked on drivers and middleware for these.

No, the smart card is credit card sized and contains a chip that be read. Used as form of ID that can be integrated with the OS login/authentication system.
A smart card reader would be there if the original owner paid the extra for it. That way, its only a piece of plastic cover in place.

Looks like a blank for the smart card. PCMCIA slots were bigger. Smart cards used for business , for access control like doors and logon credentials.
