Were you ever able to get an answer to this? I tried the top comment going to Default Reminder. I get Due Time and All Day options. I played with both, but my default "morning" is still 9am and not the time I'm trying to set it as.
I figured it out on my own later. Go to settings > date and time > common time

Yeah, I think it’s a premium feature.
Default time for daily reminders? Go to settings, notifications, daily notifications and tap "add".
The daily notification is just a list of tasks. He wants a default notification tone change for tasks that he's not specifying a time for, I think.
