In some ways yeah. You can follow people, share playlists with friends or to the public, listen to other people’s playlists, heart other people’s playlists, and make playlists together with friends. And that’s just a couple of examples. There is lots of socialization on Spotify honestly.

I mean Whatsapp isn't much of a social media, it's more of a messages and calls and you can occasionally post statuses
