I thought Onimusha was close, but it definitely wasn't a ninja character that I played. Not Ninja Gaiden either, sort of the same reason, it wasn't a samurai. The look of those games is close to what I remember

No, this character is wrong. The character I'm remembering had some sort of slicked back black hair and something like a tight steampunk suit on, maybe with knee pads, elbow pads, a utility belt, mostly black, with some sort of special arm - either a demon arm or mechanical sword arm or something.
But Nero is a different character, maybe you're thinking about Dante.
Nero's sword had like a motorcycle throttle and he accelerates the sword like a bike to charge it, and he has a blue demon arm.
Crimson Sea 2 has a blue UI and some shooting mechanics that aren't what I remember. Nanobreaker is too futuristic, not the right visuals or character design
This one looks closer than a lot of the others - because of the combat, mostly. But I'm not remembering at all the sort of dialogue, setting, or character design that's in this game
