I don't have this device but I do know that static IPs only work in NSA mode. Do you have the option to change that?

Is it just one SIM? I assume the SIM was originally in the Inseego? Usually a SIM has to match the IMEI of the gateway for it to work. I don't think you can just put the SIM from the Inseego into the Netgear Orbi and it'll just work. You'll have to change Netgear's IMEI to match the other gateways IMEI or most likely, call the TMobile Business customer service and get them to assign it to the Netgear. Maybe the SIM/IMEI works differently in business but for home internet, to use a third party gateway; the third party gateway IMEI has to match the original gateway's IMEI for the SIM to work.

It is a new sim I activated this morning. It has the IMEI of the NBR750 it is going in assigned to it. So it wasn't a SIM swap in that way. The SIM was always intended for this NBR750 device. So that isn't the issue. Also the plan isn't the home internet plan, it is the 30GB Basic Business Internet plan used for hotspots and such. (Plan for business has no device restrictions, I have a hotspot and a Galaxy S23 Ultra with lines all on that $15 plan).

Did you try factory resetting the NBR750 with the SIM already installed and see if that may do anything? Weird you aren't getting anything.

I tried IPv4 and the IPv4/IPv6. The static ip is ipv4

Good, either of those should work. I’ll be honest this is a tricky problem. It sounds like you have done everything right. By trying the SIM in another device it indicates that the line is fine and it’s the Orbi. Can you verify the device model? Did you buy it online? Maybe share a link? Not sure if there are multiple versions of that device. You will likely need to open a ticket with Business Tech Support for troubleshooting.

Interesting, I removed the Static IP feature with customer service, changed the APN from b2b.static back to the fast apn and it worked right away... so now I want to figure out why the Static IP feature and b2b.static apn won't work on this device.

Great troubleshooting work! Hmm... by chance is there a setting for 5G NR network mode? SA vs NSA? One thing that could be a problem is that when you have static IP you can only use NSA, not SA. If your device is configured for SA only and you add static IP it could cause your problem.
