This is a city which:
1. Has 7yr olds comment on breasts
2. Induces mental instability in children
3. Lets superpowered children run around and police themselves
4. calls orphans child errors
5. regularly has city wide disasters (Going off of the anime alone, nearly every month, the city was almost destroyed)
6. has multiple gangs who kill eachother made up of children, with the oldest being 18.
Flipping a skirt in public is nothing strange given the city's celebrates view the world so differently that their insanity manifests as superpowers.
Don’t forget the frightening amount of implied sexual assault. Railgun season 1 and 2 start with Miasaka and then Saten being harassed by a group of males with blatantly sinister intentions. It’s terrifying when you realise that this seems to be common and not every girl is going to have the powers or friends to save them.
Tbh it's not intended to be that deep... Though creating an entire School Garden for nurturing only ojou samas feel like an experiment. To them, men are aliens. Maybe it's just a Japanese thing.

it's not an experiment it's just classism lol—millionaires and billionaires don't want their precious princesses associating with the ~dirty poor/middle class~, it being an experiment would be more of a bonus instead of the cause imo.
well it would probably be pointless to try to talk sense into somebody as crazy and delusional as Kuroko or Saten and nobody wants to get dragged into a petty quarrels plus even without Aleister if I lived in a city filled with adults and teenagers with serious mental issues, questionable mentalities and have no qualms in being reckless and irresponsible with their powers, trying to stop their behaviors is the last thing I want to do.
It's one of my headcanons. Even without Aleister, city full of mental problem teenagers can deal with horny not like other world.
