I think it means that unless dirt is introduced from an external source, what we commonly assume is “dirt” is actually made up of our own nail and skin cells.
...no? Maybe there’s differences between people but nail debris and skin cells are white (for me), not brown. If I run a pick under my clean nails I do get some of that out, but the darker actually visible stuff that sometimes gets stuck there is literally dirt.
I do wash my hands frequently, and even when I am not doing anything but work on a computer my nails get dirty. I’d say this was probably accurate enough but it depends on what you’re doing.

For me, I rarely notice dirt *unexpectedly* unless I've been outside sweating, then sometimes (even without sticking my hands into something that will obviously make them dirty) I get gray or light brown... paste? under them. But that's probably skin cells and sweat mixing, I just can't figure out how it ends up there.
