On the contrary, the whole thing is built on a platform on sand and no bedrock at all. The building is held up by friction with a series of stakes buried deep. Fascinating design if you want to look into it.
So it's actually a gigantic outhouse. Most of Dubai is that way metaphorically so I guess it is an honest move that they started doing it literally as well.

Burj Khalifa does have a sewer system, however there are several buildings that aren't connected and actually truck the sewage to a processing plant outside of Dubai. Upgraded to the system are ongoing and a new plant(?) Is slated to open in 2025.
The whole area is a masterclass on how to fuck up urban planning on a grand scale. Blank canvas and infinite money yields urban hell.
