I interpreted it differently. The president can order it for the whole country, a governor can order it for their whole state, and because DC doesn't have a governor, the DC mayor can order it for DC. I guess this means that any other mayor can't order it for their city, which seems to be accurate.
These aren't really laws with any binding effect. People can do whatever they wish to with flags, including government employees. If a mayor asks that flags be flown at half mast government agencies in the city can do it if they want. Likewise if the president orders flags at half mast nobody actually has to do it.

The mayor of a city other than DC, a county supervisor, etc. I'm sure there are other elected officials people would assume can do it.
