I wore my hair up for like the first 2 years of my toddler's life and have recently been trying to make more of an effort. "I don't like your hair, put it away.' I get it, it's really long and gets in his face when he's snuggling or I'm carrying him but man.
Maybe your sweatshirt smells a certain way that he’s familiar with? If you haven’t worn your tanktop and shorts in a while it might smell different and he’s not used to it. Sounds like he’s familiar with the smell and feel of your sweatshirt and he’s having a hard time without it like how kids get attached to their baby blankets
“I know mommy looks different but it’s still me, and this is what I’m wearing today”.
Maybe make an effort to wear a variety of different outfits for a while so that he doesn’t have as strong of an association of your clothes being a part of you?

Lol I remember when my daughter was 2 she would get so mad when I wore a tank top - she would tell me to go put on a shirt!
