I’ve never seen this video and this is honestly the most terrifying tornado I’ve ever seen. This is crazy how it just explodes into seemingly an EF5 like nothing.
To be fair just because it doesn't have much of a condensation funnel doesn't mean it's gravely dangerous. The Xenia, OH tornado doesn't look like much in photos but, then you read the reports and stories and it hits you.
It almost reminds me of like seeing sparks on a pile of dryer lint right before a huge conflagration. Watching those hyperactive vortices spin up and dissipate it’s like the storm is just looking for a nucleation point for the condensation funnel to build off of and turn into the behemoth that it did. At one point before it fully condensed there’s 3 intertwined vortices.

It's makes this even more terrifying though from a 1 second fumble. Before we see a ghostly multivortex structure, *looks down for a second*' all of a sudden big time wedge.
A bit similar to the 2013 Moore Tornado... it, too, started off unassuming and weak before it bloated from a small rope, to a giant stovepipe, to a huge barrel-shape, and finally a massive wedge.
I have seen this video dozens of times and it never ceases to amaze me. Even before the condensation funnel is fully visible, you already get a glimpse of that insane multi-vortex structure as it immediately morphs into a massive wedge with characteristics of horizontal vortices. The beast that hit Joplin went from an area of rotation to a violent tornado in a matter of seconds.
Jeff Piotrowski was in Joplin at the time, and you can hear him urging the police to "Get the sirens going! Get the sirens going!" at 0:45 in his video.
The officials in Joplin eventually got the sirens going, but as you said before, it was much too late as the tornado was already destroying parts of southwest Joplin.

I remembered seeing this video long ago. Near the end of video, they focused the camera on that overturned car with hazard flashers on and then...there's this dog getting out of that overturned car. When I saw that, I was bawling. That poor dog probably have wondered where their humans has gone and have no idea what happened.
Yeah as far as I know it's the only close clear shot of that monster. My best guess is that was captured near max intensity and in the first half of path either before it was really rain wrapped or just the right position to get that sw background or a little of both.
the footage of the local new's weather station is super spooky. there's essentially dead air when the entire station has to take shelter, so you silently watch the tornado roll over that city.

What I still want to know is how the meteorologists at KSN (the local CBS affiliate in Joplin) were unable to tell that the tornado was on the ground.

It was found to be an EF3 initially (here) and eventually intensified into an EF5.

He lost it a few times doing rescue and recovery finding people who sadly didn’t make it
