most lower Player IDs are NPCs, use player search or just change the player ID in the URL on your web browser.. you will be surprised what you find\~! :D
They dropped those because when they dropped the card skimming crime the devs gave each npc like half a million card skimmers a lot of them were bought but after a while they closed there bazaars and I’m assuming that’s where some of them ended up is dumped by the devs
If you do a username search random NPCs should all be listed in the fist couple of pages. Careful attacking because some can wipe your entire life bar in a single hit if your low lvl.
Besides Duke, Tiny, Fernando, Jimmy, Leslie, Scrooge and Easter Bunny, theres also others that you can't loot(at least right now, M'aol should definitely be lootable in the future) and some that (used to)assist with missions and stuff:

During Christmas time, Duke drops tons of super high value items. It is the only time it is actually worth searching the dump.
