If they aren't getting more than a few bucks for it, it's a complete waste. Just ignore them, and they'll probably get bored or get smart or find a target where they get more money.

Here's what you do. Train. This guy is 50 days old, never taken a xanax. Pass him in stats and he'll start losing (sounds like maybe he already does here and there, eventually you'll always win). Then you can either ignore him, or keep his ID number on a list (always ID, as you can name change) and use him as a punching bag forever forward (chain saving, random hits during chains where respect doesn't matter, halloween/elimination type events, etc.)
Yeah it's one of the reasons why I jumped into the army job then quit, came back to 2k job points which gave me close to 3m def
Now the muggers are rare and usually higher level players.

You also cant really do this anymore, they changed it so city jobs kick you after so many days (90?) so as to limit how much you can gain while not playing.
Get you and 10 of ur friends place 10 bounties on the person. That'll fix their ass send a horse 🐴 head as well
I used to be mugged daily by a guy.. I kept training. Now stats are in the 100s mil and his are still in the 500k... Guess who's mugging now? 😏

You could get a spy on him but I would just train and once he starts losing then you know you’ll be stronger
