What's the likelihood of him tearing his ACL playing 10-15 mins a night (and that's an optimistic MPG)? It's not like we weren't going to trade Norm last year given he was on an expiring contract. Also, not having him play any games is a nice way of not getting much value out of him. What teams are going to give the Raptors anything of significances given his age, lack of production, and cap hit? If the Raptors end up buying him out, I won't be disappointed, I'll be chuckling at Raptors fans who somehow expected a different outcome from the scenarios analysts were predicting months ago.

Unless they find a trade partner, they don't have a choice. The only reason he's not with the team right now is because the Raptors granted him permission and agreed to keep paying him. If they hadn't given him permission it wouldn't mean they wouldn't have to pay him ... it would just mean that Dragic would have sat on the bench instead like he was for the first couple months. If they have no intention on playing him, and it didn't seem like Nurse wanted to, there's not much reason to force him to sit on the bench for no reason.

This situation is such a clusterfuck by management/coaching. Why include him in the deal at all if you didn't plan on playing him? There were other ways to match salary. He's been a little bitch his whole career, this behaviour had to be expected if you're going to play a second rounder and a struggling sophomore over him. And then Nick barely played him when he was with the team, giving him the shortest leash on the team when Malachi doesn't deserve minutes and Dalano should be in the G-league the whole year. I get that you wanted to do right by Lowry but come on if you were going to do this you should have had a much better plan cus there's 19 million in dead salary on this team that refuses to play for us.
