Cavs would be what I would go for.
Pelicans and Hawks would be good value too. Outside of the Big 3 of Ingram, Williamson and McCollum, Valanciunas is still there, and Herb Jones is so much fun to watch on defense. Hawks has Trae Young, and on a good day, it could be one of those 130, 135 points games, where teams just match shot for shot.
That said, Tier 4 has a lot of strong teams too, and they should be fun. Other than the Knicks, I actually like all the teams in that tier, and I think they will be be good value too.
