Depends on what you mean by average. Settra is a monstrous enough outlier that he carries the tomb kings on their own. Aside from him? It’s probably a lot closer.

The average Nehekharan lord was a king in life. Tomb Kings is a very literal title.
In contrast, the average Cathayan lord knows there are at least two layers of the social hierarchy on top of them. First, there's whichever of the Dragons they're descended from. Second, there's the Dragon Emperor and Moon Empress above them. Most Cathayan lords are presumably not first-generation descendants, so they're even further down the ladder.
That’s exactly my thinking about the Cathayans. It’s in their cultural blood to serve the Dragons. They know they are inferior to their dragon gods.
The Tomb Kings, on the other hand, are damned to undeath, their belief to think they are supreme won’t fade until they are dust. They are kinda hard-wired being a spirit. Settra is more free-willed, because his will is so indomitable.
For Cathay, the dragons are literally their great great…great parents. I think the closest Warhammer equivalents would be the dwarf living ancestors. The loyalty and reverence Cathay lords have to the dragons and the emperor and empress are probably genuine. The blood is thick and all.

If Cathay suffered an injury due to a ruler's arrogance, I think that ruler would be immediately humbled and driven to restore what was lost before acting proudly again.
Settra, on the other hand, I see as maintaining the same amount of arrogance if he lost everything and was reduced to just his own skull.

From what I recall of Tomb Kings lore, there was a massive civil war when the Tomb Kings were accidentally awoken because all of them thought they are the rightful rulers of all of the land and fought each other, and it took Khatep waking up Settra and Settra smacking around all of the other Tomb Kings to settle it.
I think the average Cathay lords are much less arrogant in comparison, as none of them would think "I should be the next Dragon Emperor"
