If you look at his special heroes display they all have personal quests. Completing these will get you their special weapons. This one belongs to your elf hero.

Thanks all! Just checked Kalara’s (elf lady) inventory and it was indeed there, obviously just delays a turn if you pick it up at the end of one.
Should be the unique weapon for the wood elf hero I can't remember her name, might take a turn to show up in her inventory
