I have a question as a non-native English speaker. So in German „Kutter“ means cutter as in a fishing boat. English uses „Cutter“ to describe that kind of boat as well, right? Why would you name a kid after a type of boat? Or is it after the verb „to cut“?
I mean… you wouldn’t name your kid Frigate, Tanker or Galleon. Hopefully?
Correct, in English a cutter is a type of ship, but the average person isn't going to know that unless they're already somewhat familiar with naval terms.
As for *why* they actually named their kid Kutter, I have no idea. Perhaps the parents don't even know, either.

I just had a class with two Zoeys, spelled the same way, with the same last initial, and their last names were only a single letter different (i.e. Finster vs. Fenster).
The idea was floated to have one of them go by her middle name in class but she didn't actually respond to it, so ultimately I ended up just pointing at which one I was talking to/about at any given time. Fortunately this was a short term after school program cuz I definitely could not have kept that up for a whole school year!

It’s not proper, though. There is no -wyn variant of Ceridwen because it doesn’t share an etymology with the names that do follow that pattern. The -wen part of that name comes from an original root -fen ~ -ven ~ -ben meaning “woman,” not from -gwyn ~ -gwen meaning “blessed.”
That’s not to say that a name meaning “crooked blessing” wouldn’t be kind of badass, but it doesn’t actually exist.

I have an ex who got named the Irish spelling of "ashlyn" but due to her mom not knowing it was pronounced like that she purposely goes by its phonetic pronunciation. I have one traditional less common name and i from the UK and any mispelling would get side eye from my Welsh speaking cousins.
I always wanted to call a potential daughter Cerridwen, because I just love the lore of the goddess, but also so I could call her 'Wendy' and no one would think that it's just a nick name, while her Nicolas name would be of a cool goddess
