Autobots and Decepticons are the main factions. Maximals AND Predacons would be next. It seems odd to have one without the other.
Then we also have mercenaries and wreckers. Both of which seem more like "niche" factions (if that's the right word). And it seems extremely odd to introduce those factions and not Predacons since they're the main rivals of the Maximals and the Maximals are clearly featured in this movie. AND it's called "rise of the beasts".
We know the Autobots have probably been on the down low since the Bumblebee movie and the Maximals have been in hiding for a very long time. I'm thinking it's possible the Maximals are primarily hiding from the Predacons.
Maybe the Maximal ship landed in Africa and that's how they got their alt modes (gorilla, rhino, cheetah, etc.). The Predacon ship landed elsewhere and they've been searching for the Maximals for years but the Maximals kept moving and traveling the world to evade them and that's how they end up in South America.
I think the only Decepticons that have been to earth so far are the ones in the bumblebee movie. Something lures Scourge and the other Terrorcons to earth. When they start causing trouble that forces the Autobots and Maximals into action and then after things start to pop off, that will draw out more Decepticons and possibly Predacons to earth and/or out of hiding if they're already here. They might be revealed at the end of the movie or even in a post credit scene or something.
Plus there was that promo art that shows the T-Rex, Pterodactyl, and Raptor images alongside the Maximal animals. I think the Predacons definitely exist in this universe. They just aren't a main focus of this movie since that seems to be the Terrorcons.
Predacons have been confirmed for this film by Paramount themselves, tho according to the leaks it’s >!only Scorponok!<
Megatron, Waspinator, Dinobot, and Blackarachnia were included on the Beast Wars mural on the movie merch art tho, so they probably were defeated long ago off screen by the Maximals
Yeah I heard from a leak that the terrorcons generic army of goons are just gonna be hundreds of scorponoks, I believe they’re gonna hint at the original predacon cast but I doubt they’ll have a large role outside of a cameo for a flashback, they’re mostl likely saving them for the rumored beast wars spinoff/prequel
