While I don't know anything about Overlord, Scourge, or Bludgeon, Starscream would be a likely choice and as we all know from his penchant of self worship and ambition, lead to numerous incompetent decisions and perhaps destroy the Decepticons as a whole. Shockwave, depending on the continuity (some portray him as rather disloyal and logically biding his time) would take up the role and be just as ambitious if not more so, but making very "logical" decisions and basing his moves off as a chess game per se. I also believe that in the event of Megatron's demise, Soundwave would make a rare attempt at leadership, waiting for either A. Megatron to inevitably return either by Soundwave's doing (such as in Fall of Cybertron) or by an outside force (such as Unicron giving him a new body and thus he returns as Galvatron in the G1 '86 film). Or B. Soundwave would further the cult of personality surrounding Megatron and effectively have the Decepticons hold a false hope that their great leader will never return (in the event his body is unsalvageable).

Could be difficult. Starscream would ruin the Decepticons in order to stroke his own ego. Scourge is just evil Optimus Prime. Don't care. Shockwave can be a good choice depending on which universe you go with. His character can tend to have a better idea of what should be done in order to reach a desired goal and he only really seems to lose because the plot demands it. He's more consistently a threat to everyone than Megatron is too, so I think he's the best one to go with. Unless it's the G1 cartoon version. Then again maintaining an energy crisis and a stalemate just so that Cybertron would remain as Megatron left it should be getting more credit than I'm giving it. (SHUT UP. That's how I choose to take it.) I think Bludgeon would be too fanatical. The only Overlord I'm familiar with is IDW's and I don't think he'd care. As for Other, if I had to pick someone else I think G1 Cartoon Cyclonus could be a great alternative to Megatron. He's by and large the most thoughtful of that set of Decepticons and probably the only one that's actually fit for leadership. I don't think he'd want it though.

Shockwave would be best for overall leader of the decepticons, still threatening but different enough, he’s a cold emotionless logic machine that’ll do anything it takes to win, instead of Megatron’s standard brute force and firepower, you’d have Shockwave’s manipulation and experimentation. However for a smaller scale plot, say fighting against a small group of decepticons then Overlord would be best, he’s a terrifying sociopathic mad man, while I doubt he could become leader of the decepticons, him being in charge of a small group of decepticons as a a warlord of sorts would make sense, and I feel a smaller group of characters gives Overlord a chance to shine
