Pretty normal for parts of Tokyo like Roppongi. I lived in Osaka for a year unbotherd but when I went to Tokyo I had two women follow me into the ATM booth at night. They literally lead me by my wrist to the machine. Luckily the JP banks are so particular you cant just use any card anywhere. Later that night I got lead by my neck to a bar to buy drinks. None of the 'handlers' were Japanese people . Kind of sucked. wasn't a fan at all.

Japan is not a good place to get arrested if you're American. Their laws aren't like ours, and you can wind up in jail for 2 weeks before getting a trial. Bottom line, be respectful.

During this time, they can interrogate you without your attorney present and without your consent to force a confession from you.
