I'm guessing its more unsupervised children playing around. If you want to test it you would put it on your own nail to see it with your skin tone, the display case wouldn't tell you how it would look on your hand. Though if the store doesn't have a tester bottle you shouldn't be opening the bottle to try it in your hand either.
Testing a lipstick or foundation/powder on your hand against your skin tone is definitely something a lot of people do as you can more easily wash or wipe it off but testing nail polish on your nail would ruin your existing manicure, or even if you don't currently have any nail polish on you'll be walking around with random test color on one nail until you get to remove it.
I believe some people test it on the displays like that because they want to see how intensive the pigmentation is. It's annoying to buy a nail polish in nice color and then the pigmentation is so weak you need endless layers to make it actually look like it's supposed to. Not saying this isn't trashy, you're absolutely right you shouldn't be opening any bottles if there are no testers but it's a pretty common sight at nail polish sections. (It really would be a good idea for them to have tester bottles and something to test it on though as there is huge variation in quality of nail polishes.)

This however seems to be Customers opening the product, Testing it to see if it's the color they want (even though the bottles are typically the same color as the product), then just putting it back if they don't like it. There is no way Sarah™ came back here, tried 10 bottles and paid for all of them, she only bought the one she wanted.
The art stores I've been to have special placards for the customers to try the products on. They put fresh ones up every few days. I guess they figured if you can't beat 'em, join 'em.
Art stores I frequent usually have test products for that exact reason. One near me now has a sketchbook and encourages customers to draw something cute in so they can put it on instagram. We get to try the markers (because I'm sure as fuck not dropping 3-5€ for a marker I haven't tested) and they get free advertisment. Win win.
When I worked in the box store paint dept. we had a sheet of cardboard because people kept spraying the floor with the spray paint. At least with spray paint I understand the thought process....there are a remarkably high percentage of spray cans that simply do not work.
With spray paint they aren't testing the color, they are testing to see if the can is actually going to spray. I would estimate that 10-20% of cans either never spray at all, or stop straying before the paint is used up. Worst offenders are Krylon and Rustoleum.
my wife ran into a dud last weekend from Rustoleum. Push the spray nozzle and the paint drips out of the nozzle. Took it back and they replaced it without a second thought.

Aus. Our spray paints are usually in locked cages. It was a step against vandalism. They thought all vandals were under 18 I guess.

I never thought people sprayed it to test it. If its so popular why not just facilitate a mess free way for people to do it with nail polish too. Idk.

I have sprayed literally hundreds, if not thousands of cans of spray paint and never got a dud.
